How to start a candle brand
The production sequence for a candle line: wax and wick pairing, fragrance load, the burn test that decides whether the product is safe, ASTM labeling and fire safety, and the shipping economics that decide whether it earns a margin.

Direct answer
A candle brand is a burn-testing problem before it is a design problem. Choose a wax, a vessel, and a fragrance, then pair a wick to that exact combination and burn-test it over full cycles until the melt pool, flame height, and container temperature are stable. Only then do label copy, ASTM fire-safety warnings, and packaging matter, and only then is the unit cost real enough to price against.
A candle is a system, not a recipe
Four variables decide what a candle does: the wax, the vessel, the fragrance oil and its load percentage, and the wick. They are not independent. Change the vessel diameter and the wick that used to work now tunnels. Raise the fragrance load and the same wick starts sooting. Swap a soy blend for coconut wax and the melt pool behaves differently at the same wick size. This is why a candle cannot be specified on paper and then ordered: the combination has to be burned.
Treat the four together as one specification and write it down as such. Wax type and blend ratio, vessel by internal diameter and height and material, fragrance oil by supplier and percentage, wick by series and size, plus cure time before first burn. That single sheet is what a contract pourer needs, what you reproduce batch to batch, and what you will be glad to have when a customer reports a problem six months later.

The burn test is the product development
Burn testing is not quality assurance applied at the end. It is the step where the product is actually designed, and skipping it is the single most common reason a first candle line has to be recalled or quietly discontinued. You burn the candle in cycles that reflect how a person uses it, then record what happens rather than deciding it looked fine.
What you are watching for is specific. A full melt pool that reaches the vessel wall without taking so long that the wax tunnels and strands the fragrance. A flame that stays modest and does not flare or dance. Carbon build-up on the wick, the mushrooming that causes soot. Container temperature at the outside wall, which matters because a hot vessel is a burn hazard and a cracked vessel is a fire. And the last quarter of the candle, where heat accumulates and problems that were invisible at the start appear.
Test the actual production combination, not a close relative. A different fragrance in the same wax is a different candle. A vessel from a second supplier with a slightly different wall thickness is a different candle. Log every burn with date, ambient conditions, and observations, because the log is the evidence that the product was developed rather than assembled.
Burn test the version you intend to sell, in the vessel you intend to ship, with the fragrance lot you intend to use. Substituting any one of the three invalidates the result.
Fragrance: load, throw, and the rules around it
Cold throw is what the candle smells like unlit on a shelf. Hot throw is what it smells like burning, which is what a customer actually buys it for, and the two are not correlated. A blend that is striking in the jar can be almost absent in a room. Only burning tells you.
Fragrance load is a percentage of wax weight, and more is not better past the point the wax can bind. Overloading causes oil to separate and pool at the surface, wicks to clog, and flames to behave unpredictably. Every wax has a maximum the supplier will state, and the honest working load is usually below it.
The fragrance industry has its own safety framework. The International Fragrance Association publishes standards that set usage limits for individual fragrance materials by product category, and reputable oil suppliers will provide documentation showing the maximum safe usage for a candle application. Ask for that documentation and the safety data sheet before committing to an oil, not after. In California, Proposition 65 warning obligations can apply to consumer products including candles, so check your ingredients against the current list rather than assuming.

Labeling and fire safety are regulated even though candles are not food
Candles are consumer products rather than foods or cosmetics, so the FDA framework does not apply, but that does not make the label discretionary. ASTM International publishes consensus standards covering candle fire safety and the warning labels that go with them, and these are what retailers, insurers, and liability lawyers treat as the baseline of reasonable practice. A candle sold without the standard warning content is a candle sold below the industry norm, and that is exactly how it will be characterised if something goes wrong.
The warning content is not decorative. Burn within sight, keep away from things that catch fire, keep away from children and pets, trim the wick, do not burn for longer than the stated maximum, discontinue use when a stated amount of wax remains. Those instructions have to survive contact with the product, which means a label that stays legible and attached on a vessel that gets warm, applied where a user will actually see it.
Separately, the Fair Packaging and Labeling Act governs the identity of the product, the net quantity of contents, and the name and place of business of the responsible party on consumer commodity packaging. Net weight on a candle is the wax, and it is a declaration rather than an estimate.
Liability insurance for a candle line is worth pricing early. Underwriters will ask about burn testing and warning labels, and the questions themselves are a useful checklist.
Costs, minimums, and why candles ship badly
Candle unit economics are dominated by two things founders underestimate: fragrance oil, which is usually the most expensive input per unit by a wide margin, and freight, because a glass vessel filled with wax is heavy and fragile in a way that punishes single-unit ecommerce orders.
Build the cost sheet at the case level and the unit level at once. Wax, fragrance, wick, vessel, lid, label, packaging insert, box, the labour or fill charge, inbound freight on the components, storage, and then outbound shipping with protective packing. A price that looked healthy against a bill of materials frequently stops working once the outbound parcel is included, and the fix is a decision about product format, bundle size, or price, made before launch rather than after the first month of orders.
Heat is the other shipping problem. Wax softens in a hot delivery vehicle and a candle that arrives with a slumped surface reads as defective even when it burns perfectly. Warm-weather routes, shipping windows, and packaging choices are a real part of the operating plan for this category rather than an edge case.
